FCGSL Fall Scholastic Division
Fall Scholastic League Purpose
To encourage participation, camaraderie and skill development of players and member teams. To raise the level of play in all fastpitch softball leagues (including high school) throughout Northern Virginia and Metro Washington DC. It is hoped that the Inter-Scholastic Division will encourage (more) girls to consider the benefits of both recreational and competitive fastpitch.
High School aged girls have many commitments and demands on their time, invitations to participate should be widespread and no (peer or coach) pressure should be applied to players that chose not to participate. Family, church, school activities and academic responsibilities should supersede player commitments to Inter-Scholastic Division Teams. Commitments to travel or summer softball teams should outweigh commitments to Inter-Scholastic Division Teams.
The Inter-Scholastic Division is not an opportunity to pre-play the upcoming high school softball season or an attempt to predetermine high school softball rosters. Division coaches should intend and aspire to raise the skill levels of all participating players.
FCGSL Fall League Rules
In the Fall League, no standings are maintained and no trophies are awarded. Keeping score is optional for each team. And it is not necessary to call in scores. Teams are encouraged to play unlimited substitution rules so that all players are placed in the batting order. The allotted three hour time slot may be used for two 1 1/2 hour games, or for a full seven inning game and a shortened second game, or for any other combination that both managers can agree on. Teams may play with as few as seven players and/or may borrow players from another team(s) to obtain an adequate number of players to prevent a forfeit.
Division Rules
1. The Division will be administered without violation of Virginia High School League (VHSL) rules, policies and regulations. For convenience, the Division has adopted school districts as team boundaries. The division name of Inter-Scholastic is used only to define that the intended* participants of each team are to be based from the same school (boundary) pyramid.
* - A roster waiver can be granted by the Division Commissioner. Players may not play for another team if there is a Division Team within their boundary area. Boundaries may be combined, if insufficient players are available from one boundary area to form a team. A team must have at least seven (7) players from one boundary area. Players that attend schools outside their home boundary will use their school boundary for participation purposes. All other players are free agents, and may be waived on a case by case basis. Players outside of the team boundary should be noted on the team roster.
2. Teams, managers, coaches and players will not violate VHSL rules, policies and regulations. Division teams that are subject to other scholastic governing bodies (Maryland, Parochial, Independent) will adhere to their sanctioning rules regarding community/recreational based teams.
3. No member of a VHSL sanctioned softball coaching staff will participate in the training, practice or game management of a Division team. If you are listed in a game program or meet the definition of coach (paid or not paid) you are ineligible.
4. Division teams may carry an unlimited number of players on the team roster.
5. Except for the following exceptions, Division games will be played using FCGSL Fall League rules.
a. A coin toss will determine home team.
b. Two hour blocks will be as many innings as possible, one continuous game with no break. (Hustle on and off.)
c. Three hour blocks will be divided into two contest with a break between games.
d. Courtesy runners for pitchers and catchers, selected by team atbat.
e. Players re-entering the batting order must occupy their original position in the batting order.
f. Defensive substitutions are unlimited and players may play defense only.
6. It is recommended that teams with excess players i.e., 18 or more, divide the team into offense and defense and switch halfway.
Note: These rules are defined by FCGSL in consideration of this Divisions purpose, however by mutual agreement of the coaches, teams may alter rules i.e. (selected innings of) international tie-breaker, consecutive (no loss of time to switch) defensive/atbat 6-out innings, clear bases after 3 outs.
Issues that arise which are not addressed herein, should be directed to the
Division Commissioner for a decision or referral to the FCGSL Executive Board.
