TOURNAMENT RULES AND
INFORMATION:
·
It is the
responsibility of each team to ensure that the following tasks are completed before
the start of the first game of the tournament.
o
You must have a valid
PONY registration number
o
You must bring a
copy of your roster
o
You must have
valid insurance with at least $1 million liability
o
You must have
proof of age for players: birth certificate or driver’s license
o
You must have medical
releases for every player on your roster
·
If you are
traveling from a distance, please be sure to provide a number where you can be
reached, in the event of a schedule change or weather-related delay. This
information must be supplied no later than the Thursday before play begins.
·
The tournament will be governed by the 2005 PONY
rulebook, except where amended by these tournament rules.
·
Game times are approximate times! Since some
tournaments can be susceptible to weather delays, please understand that we may
need to move game times up or back to ensure most, if not all, games are
played. As a result, it is required that teams are ready to play 30 minutes prior to scheduled game time.
Teams not ready to play at game time-- all players and coaches on the field or
in the dugout – may lose a game to forfeit.
The decision of the Tournament Director in this regard is final. If both
teams and umpires are ready to play earlier than posted time, it is ok to start
the game early; however, the same time limit rules apply.

ALL jewelry must
be removed, with the exception of a taped medical alert bracelet, before the
start of the game. This includes earrings, necklaces, bracelets, nose
rings, chin rings, etc. Bandages covering earrings are not sufficient, as they
can fall off and still cause injury. Chin straps and
face masks are required. No exceptions.

Do not allow anyone on your team to hang on or
climb on field fences. Use areas away from the field of play to warm up. Please
do not hit into the chain link fences. Ask your site director to point you to a
practice area.
·
This is a PONY
tournament. PONY requires that all coaches, managers and players have a PONY
patch affixed to them. Coaches:
please do not put your team’s ability to play on the line; nor put a site
director in a bad position, by having to stop play for this. Please
familiarize yourself with the PONY rules as it relates to patches. For safety,
we will be unable to allow patches that are affixed with safety pins, straight
pins or staples. They break and can cause injury. Wristband for patches are
acceptable; and, if worn, should be located on the players’ glove arm.
·
Please ensure that all players, managers, and
coaches do not impede the progress of the game – any signs of poor
sportsmanship, actions that demean opposing players, fans, tournament personnel
or the umpire are subject to cause immediate removal from the game and/or
complex.
·
Any action of coach,
manager or player resulting in an ejection from a game will be reviewed by the
Tournament Director and further action may be taken.
·
Waste receptacles
are available at all fields. Please use them and clean up after yourselves. In
consideration of fellow teams, kindly clean up the dugouts before leaving.
·
Alcohol is
forbidden at
·
Please do not
smoke within the field areas of any complex.
·
Home team shall be determined by the flip of a
coin for all bracket games. For the elimination rounds and the championship
game, the home team is determined by highest seed. If teams are tied in
seeding, a coin toss will be used.
·
For all games until the Championship Game, there
is a time limit of 1 hour and twenty minutes – NO NEW INNING AFTER 1:20 HAS
ELAPSED. A new inning starts at the completion of the 3rd out by the home team
of the previous inning. The official
clock shall be declared at the pre-game and will only stop during lengthy
delays (determined at umpire’s discretion). Time starts at the conclusion of
pre-game meeting and will be announced by the umpire. Stalling will not be
tolerated and may result in another inning being played. Umpire judgment is
FINAL. A timer may be provided and put on the fence by the umpire to track the
game time.

Speed up rules will apply. In an attempt to get in
a full 7 innings of play, the umpires will be enforcing the existing 1 minute
rule between innings. Teams must be ready to start the next ½ inning in the
allotted time.
·
During
pool play, it is possible to end a game in a tie. Tie games are games where the
score is the same after the completion of a complete inning at the conclusion
of the time limit; the completion of 7 innings; or if there is insufficient
time to start a new inning (more than 1 hour, 20 minutes into the time).
·
The International Tie Breaking (ITB) rule will
apply only to ELIMINATION ROUND
games. For games played during the elimination round, ITB will begin if still
tied after
o
NOTE: A substitute with
eligibility may be used to pinch run in this situation as the runner. A
Courtesy Runner may be used for the pitcher or catcher.

10 runs after 5 innings
o
12 runs after 4 innings
o
15 runs after 3 innings
·
There is no
time limit during the Championship game. The run rule will apply during the Championship game, however.
·
Teams MUST report their game score to the site
director upon conclusion of a game. Not
reporting the score may result in a double forfeit.
·
A courtesy runner can be used anytime for the pitcher and catcher.
The courtesy runner will be someone who is not in the game. If all players are
(or have been in) the game, there are no more courtesy runners available.
o
NOTE: A single
girl may not run for both positions in the same game.
·
The Tournament Director will settle

The Tournament Director reserves the right to
adjust schedules, brackets, and field locations as needed to complete the
tournament.
·
The order of determining elimination round seed
positions, and if necessary the tournament winner shall be determined based
upon a point system:
o
3 points for a win
o
1 for a tie
o
0 points for a loss
o
-1 for a forfeit loss
o
NOTE: a forfeit is a 7-0 win for the team who did not forfeit
o
Tie-breaker after points value:
§
1. Head-to Head (only if two teams are
tied, if more than two teams are tied we will proceed directly to Runs allowed)

2. Runs Allowed

3. Runs Scored
§
4. Coin flip
o
A maximum of 10 runs will be used to calculate “runs
against” and “runs for”. For example, if the score of a pool game was:
Team A-18, Team B-15, Team A would be credited with 10 runs for; Team B would
have 10 runs against.

Important note: Due
to the odd number of teams in some age groups, there will be some teams who
will play 4 games in bracket (pool) play. The 4th game will have NO
impact on seeding/points toward the elimination round for the team playing its
4th game, but will count for the team playing its 3rd
game. Please check carefully to see if
you play a 4th game in these brackets.
·
Every attempt will be made to honor the game minimum.
The Tournament Director will make an attempt to reschedule games, shorten
games, or cancel games in order to complete the tournament in a timely fashion,
should weather delays or other events, such as forfeits, come into play.
o
NOTE: The tournament will be considered complete if 40% of games are played.
Trophies may be awarded by pool play standings.
·
A team may forfeit no more than two games in pool
play in order to advance to elimination rounds.
